El presente texto ofrece algunos elementos de juicio para, a partir de una perspectiva instalada en los largos plazos, proponer una reconstrucción alternativa de la peculiar trayectoria de consolidación recorrida por la democracia uruguaya. Dicha reconstrucción se centra en ciertas instancias cruciales de debates en torno al lugar que debe otorgarse a las minorías para legitimar el ejercicio de la autoridad democrática. Las controversias sustanciadas a propósito de esta cuestión nunca fueron zanjadas en forma inequívoca y se mantienen pendientes hasta nuestros días.
