A diminuição dos índices pluviométricos na região sudeste do Brasil apresentavam um cenário previsível de escassez hídrica no ano de 2015. Diante da negação da possível crise, a gestão hídrica restou prejudicada. A situação crítica e a morosidade na proposição de medidas efetivas para minimizar a crise fazem da Região Metropolitana de São Paulo uma área crítica em relação à qualidade e quantidade de água.
