| description | A emergência de uma nova agenda internacional para o desenvolvimento, à qual corresponde a proposição de um novo arranjo institucional de sustentação, contempla a participação do mercado, do Estado e da sociedade civil. Nesse arranjo, a dicotômica concepção de Estado interventor ou regulação social pelo mercado já não alcança a complexidade que a regulação social passa a demandar para atender às exigências da conjuntura da crise socioeconômica. As proposições das organizações internacionais orientam na direção da construção de consensos que possam ser pactuados institucionalmente. As organizações não governamentais e as empresas passam a ser consideradas como importantes nas concertações que visam a formulação e implementação de políticas públicas. A partir de leitura de documentos oficiais, assim como de literatura acadêmica, numa perspectiva crítica, este artigo argumenta sobre os paradoxos que a proposição encerra. THE POSITION OF NON GOVERNMENTAL ORGANIZATIONS IN THE INTERSECTION BETWEEN THE CONCEPTS OF DEVELOPMENT AND INTERNATIONAL COOPERATION Elsa Sousa Kraychete The emergence of a new international agenda for development, which corresponds to the proposition of a new institutional arrangement of support, takes into consideration the participation of the market, State and civil society. Within this context, the dichotomy between State intervention and social regulation by the market no longer reaches the complexity that the social regulation demands to comply with the requirements of the situation of socioeconomic crisis. The propositions of the international organizations point to the interpretation of an institutionally agreed consensus. Non-governmental organizations and companies then become important in a kind of cooperation that aims at a unified proposal for the formulation and implementation of public policies. Based on the reading of official documents and academic literature, this paper discusses the paradoxes presented by this proposition from a critical perspective.KEY WORDS: development, international cooperation for the development, non-governmental organizations, corporate social responsibility. LA PLACE DES ORGANISATIONS NON GOUVERNEMENTALES AU CROISEMENT DES NOTIONS DE DÉVELOPPEMENT ET DE COOPÉRATION INTERNATIONALE Elsa Sousa Kraychete Le surgissement d’un nouveau programme international pour le développement, correspondant à la proposition d’un nouveau dispositif institutionnel de soutien, suppose la participation de la société de marché, de l’État et de la société civile. Dans ce contexte, la conception dichotomique d’un État interventionniste ou d’une régulation sociale par le marché n’est plus à la hauteur de la complexité demandée par la régulation sociale pour répondre aux exigences d’une situation de crise socio-économique. Les propositions des organisations internationales vont dans le sens de l’élaboration de consensus capables d’être acceptés institutionnellement. Les organisations non gouvernementales et les entreprises sont alors considérées comme des éléments importants au niveau des concertations visant à élaborer et à mettre en oeuvre des politiques publiques. La lecture de documents officiels tout comme de littérature universitaire, faite dans une perspective critique, a permis de faire valoir dans cet article les paradoxes de cette proposition.
