Anete Brito Leal Ivo This article aims at understanding the reasons for the inversion of the results of the agrarian reform project proposed by the New Republic government, 1985. It deems as important to learn what this process reveals in terms of ruptures and dissolutions in the scope of assymetrical relations between institutional and social power mediated by rhetoric, taken as an essential variable in democratic political communications. The discussion is centered on an analysis of how the cognitive actors construct norms regarding inequalities, justice/injustice, and participation/exclusion. And it proposes that theses dissolutions affect the practises of determinate agents to the limits of transgression, resulting in a negative political sociability wich puts limits on the exercises of citizenship and on the democratic project.
