The present work aims to reflect on one of these experiences, started in 2003, around the implementation of the Rural Territories Sustainable Development Program (PDSTR, in Portuguese). What makes this process relevant for thinking about the execution of public policies, the power relations and the social actors involved is the way the government agency responsible for the program works, the Secretariat of Territorial Development (SDT, in Portuguese). This reflection is part of an ongoing research and aims to present the institutional arrangement formed for the implementation of the program in question and some theoretical elements that allow us to analyze this process sociologically and others similar, whether at federal, state or municipal level.

O Brasil experimentou, especialmente na primeira década deste século, um conjunto de processos sociais participativos, envolvendo atores estatais e não estatais na elaboração e implementação de políticas públicas no âmbito do governo federal. O presente trabalho tem por objetivo refletir sobre uma destsas experiências, iniciada em 2003, em torno da efetivação do Programa de Desenvolvimento Sustentável dos Territórios Rurais (PDSTR). O que torna esse processo relevante para pensar a execução de políticas públicas, as relações de poder e os atores sociais envolvidos é a forma de funcionamento do órgão de governo responsável pelo programa, a Secretaria de Desenvolvimento Territorial (SDT). Seu arranjo envolveu uma burocracia composta por nomeações discricionárias e contratação de consultores e, para a implementação do PTDRS, a contratação de um número expressivo de organizações não estatais.
