Este trabalho analisa o processo de elaboração do Plano de Desenvolvimento Regional Sustentável para a Área de Influência da Rodovia BR-163 (Cuiabá-Santarém). A partir do modelo de múltiplos fluxos (Multiple Streams Model), de John W. Kingdon (2003), o objetivo é compreender o processo de elaboração de uma política pública que buscava romper com o padrão centralizador e autoritário de execução de grandes obras de infraestrutura na Amazônia.
