This article presents the Milk for Children Program, analyzing it as a public policy that has its place of creation and implementation in a notion’s state more permeable to local development. The program seeks to provide access to quality food, to boost local development. Noteworthy is the incentive for local production and its importance to sustainable development, but keeping the criticism of localism. This is not to qualify, a priori, products as good only because they come from local production. Rather than hold up the issues of scale, public planners need to stick to the goal of politics. The program strengthens the small producers and small dairy. However, to ensure children have the right to access to milk, also resort to large companies to ensure supply. Such initiatives demonstrate the growing concern of the government actions with local development and encouraging producers to remain on rural areas producing food for the food and nutritional security.

Discussões sobre alimentos e alimentação há muito tempo ocupam espaço no meio político e acadêmico. Porém, se antes a ênfase dos debates recaía sobre a fome e o acesso aos alimentos, agora volta-se às alternativas alimentares, segurança alimentar e nutricional. Este artigo apresenta o Programa Leite das Crianças, analisando-o como política pública que tem seu espaço de criação e implementação em um Estado mais permeável ao desenvolvimento local. O Programa busca proporcionar o acesso a alimentos de qualidade, visando impulsionar o desenvolvimento local. Destacam-se o incentivo à produção local e a importância desta para o desenvolvimento sustentável, sem perder de vista as críticas ao localismo. Não se trata de qualificar, a priori, os produtos como bons somente porserem oriundos de produção local. Mais que se prender às questões de escala, os planejadores públicos precisam ater-se ao objetivo final da política. O Programa fortalece os pequenos produtores e os pequenos laticínios. Porém, para assegurar às crianças o direito ao leite, também recorre às grandes empresas para garantir o fornecimento.
