O objetivo deste artigo se concentra em apresentar e discutir alguns ruídos identificados no diálogo existente entre o Estado – através do processo de elaboração e implementação de políticas públicas – e os usuários aos quais se destinam tais políticas. Tomando como ponto de partida a perspectiva de lideranças e moradores de duas comunidades quilombolas localizadas no município de Seabra – BA e de entrevistas com agentes públicos e agentes interlocutores locais, são apresentados e debatidos os problemas e impasses enfrentados pelos atores envolvidos durante o processo de implementação de políticas públicas.
