Sumario:The aim of this research is to present and discuss some of the noise identified in the dialogue between the State – through the process of elaboration and implementation of public policies – and the users for which such policies are intended. Taking as a starting point the perspective of leaders and residents of two quilombola communities located in the municipality of Seabra–BA and interviews with public agents and local interlocutors, there are presented and debated problems and deadlocks faced by the actors involved during the implementation process of public policies. Thus the aim of this paper is to analyse the role of public agents and local interlocutors regarding the relationship between the State and these rural populations and the various struggles involved.
