El Pacto de Estado en materia de Violencia de Género, aprobado en 2017 por el Parlamento español, recoge la tesis ratificada por Naciones Unidas de que la violencia contra la mujer es un abuso de derechos humanos, reforzando el estatus normativo de la víctima, al vincular sus derechos a los valores constitucionales y obligar al Estado a garantizarlos.
