Desde el año 2005, y después de una gran presión de las organizaciones populares, se generó en Argentina un nuevo marco legal para promover y para proteger los derechos de los niños y adolescentes. Las políticas públicas del kirchnerismo siguieron las pautas de las leyes que reconocen a los niños como titulares de derechos.
