Sumario:This article analyzes the changes that have occurred between 1976 and 1983 in the neighborhood of Villa Soldati of the City of Buenos Aires from a double register: the public policies that impacted in the quarter and the inhabitants` social perspectives of them. To do this, first this article reconstructs the changes produced by the application of public policies that transformed this part of the city. The emphasis is placed on the last military dictatorship period, especially in the closing of the waste dumper and the urbanization of these areas. Second, this article analyzes how the district’s residents lived these transformations. Retrieving the perspectives of the people allows showing how these urban policies were meant for the inhabitants from a micro territorial experience and show the complexity of the building processes and experienciation of the city
