El concepto de e-democracia tiene un gran potencial heurístico; refiere a aquellos fenómenos políticos que se dan por la convergencia entre las TICs y la democracia. Si bien la emergencia de la expresión es reciente, se considera que, si se trabaja el término de una manera crítica, este puede volverse un instrumento analítico de mucha utilidad para estudiar los fenómenos políticos contemporáneos. En este contexto, se efectúa un trabajo de conceptualización de tres niveles sobre dicha expresión. La construcción conceptual permite disponer de una herramienta con gran capacidad abstractiva, la cual ayuda a ordenar, comprender y explicar la emergencia y dinámica de un sinnúmero de procesos bajo un mismo marco analítico. O conceito de e-democracia tem grande potencial heurístico; refere-se aos fenômenos políticos que ocorrem devido í convergência entre as TICs e a democracia. Embora o surgimento da expressão seja recente, considera-se que, se o termo é trabalhado de forma crítica, ele pode se tornar uma ferramenta analítica de grande utilidade para o estudo dos fenômenos políticos contemporãneos. Neste contexto, é realizado um trabalho de conceituação de três níveis sobre a referida expressão.
