El objetivo del presente artículo es analizar las concepciones sobre la pobreza que circularon entre las elites de Buenos Aires a lo largo del siglo XVIII y principios del XIX. Tempranamente las autoridades recogieron la tradición del Ius Commune para calificar a ciertos sectores plebeyos como miserables dignos de caridad. Pero en las últimas décadas de dominio colonial aconteció una disímil recepción de nuevos discursos entre las autoridades reales, la elite capitular y los “intelectuales” , y se abonó la sospecha de que entre los desposeídos hallaban terreno fértil la pereza y la renuencia a trabajar.
