But in the last decades of the colonial rule, there was a different reception of new speeches among royal authorities, council elite and intellectuals, and appeared the suspicion that among the dispossessed there was fertile ground for laziness and reluctance to work. So new projects and courses of action took place.

El objetivo del presente artí­culo es analizar las concepciones sobre la pobreza que circularon entre las elites de Buenos Aires a lo largo del siglo XVIII y principios del XIX. Tempranamente las autoridades recogieron la tradición del Ius Commune para calificar a ciertos sectores plebeyos como miserables dignos de caridad. Pero en las últimas décadas de dominio colonial aconteció una disí­mil recepción de nuevos discursos entre las autoridades reales, la elite capitular y los “intelectuales” , y se abonó la sospecha de que entre los desposeí­dos hallaban terreno fértil la pereza y la renuencia a trabajar.
