This process aimed to re-articulate the relation between the constituent power and constituted power. The fundamental regulatory changes from that date in Venezuela, which have led to a re-articulation of constituent power as a permanent constituent people's power, are analyzed in this text.

En Venezuela, una verdadera voluntad de transformación, y en particular de transformación del Estado burgués heredado de la IV República, ha sellado el proyecto de Hugo Chávez desde su primer gesto político como presidente, cuando estableció como hito de su campaña la realización de la constituyente en 1999, apuntando a una rearticulación entre el poder constituyente y el poder constituido.
